West Grey council has passed a draft speed limit evaluation policy as the municipality looks for ways to handle public complaints.
The draft policy will establish consistent, evidence-based reviews of requested changes to speed limits within municipal jurisdiction. The evaluation considers operating speed, road function, geometry, sight distance, collision history, roadside development, and the presence of vulnerable road users.
The goal is to create a repeatable, engineering-based process for staff to evaluate requests and provide a documented recommendation to council when a change is required.
“I’m very supportive of the initiative that’s being presented here,” says Coun. Geoffrey Shea. “Making our traffic management and speed management processes more transparent and more accessible.”
Requests have been made previously to reduce posted speed limits on rural and urban roads. Without a consistent evaluation process, similar roads could be treated differently. As well, a reduction might be considered even when the underlying concern is driver compliance, roadway geometry, or a localized hazard.
The municipality reviewed how Grey County, Grey Highlands, Georgian Bluffs, Owen Sound, and Chatsworth handle requests for lower speed limits. The regional review supports a documented technical assessment.
The policy will have two stages. Staff will first complete an initial screening to confirm road jurisdiction, existing speed, road classification, and the nature of the concern. Where a full review is warranted, staff will collect representative speed and volume data and evaluate the road.
